A week later, Norway mourns 77 victims of massacre (AP)

OSLO, Norway ? Norway began burying the dead on Friday, a week after an anti-Muslim extremist killed 77 people in a bombing and shooting rampage. Mourners of all ages vowed they would not let the massacre threaten their nation's openness and democracy.

An 18-year-old Muslim girl was the first victim to be laid to rest since the gunman opened fire at a political youth camp and bombed the government headquarters in Oslo.

After a funeral service in the Nesodden church outside the capital, Bano Rashid, a Kurdish immigrant from Iraq, was buried in a Muslim rite. Sobbing youth accompanied her coffin, which was draped in a Kurdish flag.

The attack will "not destroy Norway's commitment to democracy, tolerance and fighting racism," Labor Party youth-wing leader Eskil Pedersen said at a memorial service in Oslo.

Pedersen, who was on the island retreat of Utoya when the gunman's attack began, said: "Long before he stands before a court we can say: he has lost."

Pedersen said the youth organization would return to Utoya next year for its annual summer gathering, a tradition that stretches back decades.

Police raised the death toll to 77, from 76, and said all those killed in the July 22 terror attacks in Oslo and on Utoya have now been identified and those reported missing have been accounted for.

Norway's Police Security Service said the threat from right-wing extremists remains unchanged after Anders Behring Breivik's attack. It said the 32-year-old Norwegian's actions lack parallels in Europe or elsewhere, his views differ from the ideology of most racist and neo-Nazi groups, and very few people in Norway are capable of replicating what he did.

Since the massacre, questions have persisted about whether authorities had underestimated extremist dangers in Norway.

At Friday's memorial service in Oslo at the assembly hall of the "People's House," a community center for Norway's labor movement, Prime Minister Jens Stoltenberg said: "Today it is one week since Norway was hit by evil."

The bullets struck dozens of members of the youth faction of his Labor Party, but they were aimed at the entire nation, Stoltenberg said, on a stage adorned with red roses, the symbol of his party.

"I think July 22 will be a very strong symbol of the Norwegian people's wish to be united in our fight against violence, and will be a symbol of how the nation can answer with love," he told reporters after the ceremony.

Members of the audience raised bouquets of flowers as each speaker took the stage, and some of them fought back tears as they spoke.

Later, Stoltenberg spoke at a Muslim memorial service in Gronland, an immigrant neighborhood in Oslo. The prime minister called for unity across ethnic and religious lines, a message he has repeated many times since the attacks.

Breivik, a vehement anti-Muslim, was questioned by police Friday for the second time since surrendering to an anti-terror squad on Utoya, where his victims lay strewn across the shore and in the water. Many were teens who were gunned down as they tried to flee the onslaught.

In a 1,500-page manifesto released just before the attacks, Breivik ranted about Europe being overrun by Muslim immigrants and blamed left-wing political forces for making the continent multicultural.

Police attorney Paal-Fredrik Hjort Kraby said the Breivik remained calm and cooperative during the questioning session, in which investigators reviewed with him his statements from an earlier session on Saturday. Investigators believe Breivik acted alone, after years of meticulous planning, and haven't found anything to support his claims that he's part of an anti-Muslim militant network plotting a series of coups d'etat across Europe.

Police also said they have identified all of the victims, 68 of whom were killed on the island and eight who died after a car bomb exploded in downtown Oslo. Breivik has confessed to both attacks but denies criminal guilt because he believes he's in a state of war, his lawyer and police have said.

Police have charged Breivik with terrorism, which carries a maximum sentence of 21 years in prison. However, it's possible the charge will change during the investigation to crimes against humanity, which carries a 30-year prison term, Norway's top prosecutor Tor-Aksel Busch told The Associated Press.

"Such charges will be considered when the entire police investigation has been finalized," he said. "It is an extensive investigation. We will charge Breivik for each individual killing."

Prosecutors can also seek a special kind of sentence that would enable the court to keep Breivik in prison indefinitely. A formal indictment isn't expected until next year, Busch said.

A weapons supplier in Norway confirmed his company sold device that enables quick loading of magazines for a rifle and four 30-round clips for a Glock 17 pistol to Breivik, who ordered the equipment online in November and December last year.

Flemming Mark Pedersen, owner of Capsicum Solutions AS, said the purchase was legal and there was no indication of what Breivik was up to.

"But just like the police officer who approved his (gun) license, the company that provided him with fertilizer and the firm that sold him diesel, we feel guilty to a certain level and wonder whether this could have been prevented in some way," Pedersen told The Associated Press.

Since the attacks, immigrants and ethnic Norwegians have come together in grief for the victims, and with disdain for the attacker and his motives. A sometimes divisive debate about immigration has been put aside.

So many roses have been placed at makeshift memorials around Oslo and other Norwegian cities that domestic suppliers cannot keep up with demand. The government has suspended a tax on foreign roses to allow for more imports between July 26 and Aug. 2, Norwegian news agency NTB reported.

China calls on US to retract Dalai Lama invite (AP)

BEIJING ? China called on the U.S. to withdraw an invitation for the Dalai Lama to meet with President Barack Obama at the White House, saying Saturday that it could hurt relations between the two countries.

China denounced the meeting and called on the U.S. to withdraw its invitation to avoid interfering in China's internal affairs, Foreign Ministry spokesman Hong Lei said in a statement posted on the ministry's website.

"We firmly oppose any foreign official to meet with the Dalai Lama in any form," Hong said.

China's warning comes after months of warming ties between the world's No. 1 economy and dominant military power and the rising Asian giant, buoyed by President Hu Jintao's successful visit to Washington in January.

Obama's planned meeting with the exiled Tibetan spiritual leader on Saturday could sour relations between the two sides ahead of expected visits over the coming months.

U.S. Secretary of State Hillary Rodham Clinton plans to visit the southern Chinese city of Shenzhen on July 25. Vice President Joseph Biden is also scheduled to visit China this summer, followed by a trip to Washington by his Chinese counterpart, Xi Jinping.

Experts say a meeting between Obama and the Dalai Lama, paired with the recent intervention by the U.S. in Vietnam's ongoing dispute with China in the South China Sea, could cool improving ties.

"The Dalai Lama and Tibet have long been issues that have caused tension between China and the U.S., and this meeting will without a doubt negatively impact bilateral relations," said Niu Jun, a professor of international relations at Peking University.

"U.S. presidents have met with the Dalai Lama in the past, but this has always been unacceptable for China. The two sides will have to communicate and struggle to work through it," he said.

Obama last met with the Dalai Lama in February 2010, infuriating Beijing, which views the Nobel Peace Prize laureate as a separatist intent on ending Chinese rule over the Himalayan region.

The Dalai Lama has repeatedly denied the accusations and says he seeks only a high level of autonomy for Tibet.

"We request the U.S. side to honor its serious commitment that recognizes Tibet as part of China and opposes Tibet independence," Hong said in the statement.

Tibet has been a source of controversy for decades, since Beijing sent troops to occupy the country following the 1949 Communist revolution. It insists the region has been part of Chinese territory for centuries, a claim disputed by many Tibetans.

A failed uprising in 1959 led the Dalai Lama to flee into exile in India.

Clinton troubled by Turkey journalist arrests (AP)

ISTANBUL ? U.S. Secretary of State Hillary Rodham Clinton on Saturday said she was troubled by Turkey's arrests of dozens of journalists, calling it "inconsistent" with the economic and political progress the moderate Muslim nation has made. Despite those concerns, she said the country could be a model for Arab nations now in the throes of revolt or democratic transition.

Speaking at a coffee house event in Istanbul, Clinton said Turkey's 11 percent growth rate was impressive and that it, along with democratic secular traditions, could inspire Arabs in Tunisia, Egypt, Yemen and Syria who are demanding reform. She said Turkey has "a lot of lessons to share" and that they could translate with its neighbors in the Arab world.

However, she expressed concern about recent government actions against the media, which have fed fears about threats to press freedom in Turkey, a democracy with a mostly Muslim population that seeks membership in the European Union.

"I do not think it is necessary or in Turkey's interests to be cracking down," Clinton said, adding that Turkey's institutions could withstand the scrutiny and debate that a free press brings. "It seems to me inconsistent with all the other advances Turkey has made."

"This is an area that deserves attention from citizens and lawmakers," she added. "I would be standing up for freedom of expression."

Turkish media groups say more than 60 journalists are in jail in Turkey and accuse authorities of using flimsy evidence to bring charges against them. Turkish Prime Minister Recep Tayyip Erdogan, who Clinton will see later Saturday, said in April that there were 26 journalists jail in Turkey for activities unrelated to journalism.

Erdogan has cited the role of some media sectors over the decades in fanning support for coups led by the Turkish military, a staunch supporter of the secular system.

The Organization for Security and Cooperation in Europe, of which Turkey is a member, says a total of 57 journalists are in jail in Turkey, mostly on anti-terror charges. This group includes people with alleged ties to Kurdish rebels and extreme leftists. The OSCE acknowledged Turkey's right to safeguard national security, but call on it to reform media legislation so as to ensure the right to free expression.

Clinton also urged Turks to continue to embrace inclusive traditions and serve as a bridge between East and West, without choosing one or the other.

"I don't think there is any reason for Turkey to shift from West to East," she said. "As an outsider, I have always thought the debate is a debate without real meaning to it because why would you give up one for another? You can look both ways and to me that is an incredible advantage."

Murdoch says, 'We're sorry' for hacking scandal (Reuters)

LONDON (Reuters) ? "We are sorry," Rupert Murdoch said in British newspapers on Saturday, as News Corp tried to quell the uproar over a phone-hacking scandal that has shaken the company and claimed its top two newspaper executives.

In full-page adverts, Murdoch pledged "concrete steps" to resolve the issue in a bid to regain the initiative after losing Les Hinton, head of Dow Jones, publisher of the Wall Street Journal, and Rebekah Brooks, head of News Corp's British newspaper arm, on Friday.

But some questioned if the apologies and resignations would allay public and political anger over allegations the Murdoch-owned News of the World newspaper hacked thousands of phones, including that of a murdered 13-year-old girl.

The scandal forced Murdoch to close the best-selling Sunday paper, and drop a $12 billion plan to buy full control of highly profitable pay-TV operator BSkyB.

"The News of World was in the business of holding others to account. It failed when it came to itself," Murdoch said in a rare show of contrition.

"We are sorry for the serious wrongdoing that occurred. We are deeply sorry for the hurt suffered by the individuals affected," added the note, signed by Murdoch.

More apologies are expected to be published in British Sunday newspapers, headlined, "Putting right what's gone wrong."

The spotlight now turns to Murdoch's son and presumed successor, James, who took over the European operations of News Corp as the crisis was beginning. He and Murdoch, along with Brooks, face a grilling in Britain's parliament on Tuesday. The attempts at conciliation included Murdoch's personal apology on Friday to the parents of Milly Dowler in what appeared to be an admission the News of the World, then edited by Brooks and overseen by Hinton, had in 2002 hacked into the voicemails of their missing daughter who was later found murdered.

That allegation reignited a five-year-old scandal and may have also broken the grip that Murdoch, 80, held over British politics for three decades as leaders from Margaret Thatcher, through Labour's Tony Blair to current Conservative Prime Minister David Cameron sought his support.

SKEPTICISM ON APOLOGY

British parliamentarian John Prescott, asked by the BBC on Saturday if Murdoch's apology changed anything, replied, "Absolutely not.

"For him to say I'm sorry -- it was only 24 hours ago in America in the Wall Street Journal that (Murdoch said) they were only minor offences. ... This is a man desperately trying to save his company and ditching everybody else in the process," Prescott said.

Lawmaker John Whittingdale, head of the parliamentary committee that will question the Murdochs and Brooks, told Reuters on Friday that while an apology was long overdue, investigations into wrongdoing had a long way to go.

Cameron has pledged a judge-led inquiry, and police are renewing their efforts. Questions are being asked over how much News Corp and executives at newspaper arm News International knew about phone hacking, and whether authorities were misled.

In his note, Murdoch admitted that "simply apologising is not enough," but posting the message could help Murdoch regain his grip on events that in recent days spun out of his control.

"It's a good strategy. The problem is it's too late. Is it repairing the damage? No. But the strategy is that it's trying to move the story into a second phase," said Charlie Beckett of the London School of Economics' Polis journalism think tank.

"The big question mark is how vulnerable is Rupert ultimately, but James in particular, and Rebekah and Les in terms of what they were told and ignored," he added.

GASPS, STUNNED SILENCE

Hinton stepped down as the British phone hacking scandal surrounding News Corp began to spread to the United States. He was the highest-ranking executive yet to resign over the crisis.

"I have watched with sorrow from New York as the News of the World story has unfolded," Hinton wrote in a memo after stepping down as head of Dow Jones.

"That I was ignorant of what apparently happened is irrelevant and in the circumstances I feel it is proper for me to resign from News Corp, and apologize to those hurt by the actions of the News of the World," he added.

At the Wall Street Journal, news of Hinton's departure was greeted by gasps and a stunned silence, despite much speculation in London and New York that he could be toppled by the scandal.

Brooks had resisted pressure to quit, but finally resigned as chief executive of News International after a chorus of calls for her to go. She said remaining had made her a "focus of the debate" and detracted from resolving issues at the company.

The flame-haired and sharp-tongued executive and former editor of News of the World was a favourite of Murdoch, who only days ago described Brooks as his first priority.

Cameron had also called on Brooks to resign. His closeness to her and also his decision to hire former News of the World editor Andy Coulson as his communications chief, embarrassed the prime minister and raised doubts over his judgment.

On Friday, Cameron tried to put the issue behind him by releasing a list of meetings he has had with media executives.

It emerged that Coulson visited Cameron in March, two months after quitting his job on Cameron's staff amid allegations of phone hacking while he was a newspaper editor. Coulson was arrested last week over the issue and later released on bail.

"In inviting Andy Coulson back, the prime minister ... invited someone back to thank him for his work, who worked for him for several years. That is a normal human thing to do, I think that shows a positive side to his character," British Foreign Secretary William Hague told BBC radio on Saturday.

LONDON (AFP) ? England have angered World Cup hosts New Zealand by revealing they will wear an all-black kit for their opening match against Argentina.

Although England usually play in white, their apparel sponsor Nike are due to unveil a new away kit on August 1 and the English Rugby Football Union (RFU) on Friday confirmed Martin Johnson's team would wear the all-black strip for their opening pool match against Argentina in Dunedin on September 10.

The decision to copy New Zealand's iconic All Black jersey, which has a 127-year history, has already triggered a furious response from the tournament hosts.

Rugby traditionalists in New Zealand see the cheeky marketing ploy as an insult to the All Blacks' rich tradition and even the country's Prime Minister John Key has criticised the decision.

New Zealand's famous All Black kit is made by Adidas, who are long-standing rivals of Nike in the sportswear market.

Even England's World Cup training gear has a Kiwi twist, with a red rose crest on the shirt surrounded by ancient Maori symbols and decorations.

However, the RFU insist there is no desire to provoke the Kiwis.

"England are obliged by the Rugby World Cup participation agreement to have a change strip," an RFU spokesperson said.

"We have worked with Nike on producing a shirt that complies with Rugby World Cup and International Rugby Board regulations and, fully aware of the significance of a black shirt to New Zealand's players and population as a whole, we have fully consulted with the NZRU, who confirmed they had no issues.

"England will therefore wear the black change shirt against Argentina at the Otago Stadium in Dunedin on September 10 due to a clash with the light blue and white of the Pumas. They will wear their white home shirt in their other World Cup pool matches.

"We believe the black shirt will be very popular with supporters as previous change shirts, such as purple and anthracite in November 2009 and 2010 respectively, have been."

It is understood the controversial kit will be used for the first time against Wales at Twickenham on August 6 and then in the return match in Cardiff the following weekend.

The kit will also be worn in Dublin for England's last warm-up game against Ireland at the Aviva Stadium on August 27.

Women plead guilty to animal cruelty

BENNINGTON -- Two women who were found with more than 80 cats in two cars last year pleaded guilty Tuesday to multiple animal cruelty charges.

Bertha A. Ryan, 62, and Regina Millard, both of Troy, N.Y., each pleaded guilty to 13 misdemeanor counts of cruelty to an animal in Bennington Superior Court Criminal Division. Bennington County Deputy State?s Attorney Kate Lamson said the two women faced one count for each cat that had to be euthanized.

Both women were given an 18-month deferred sentence. Lamson said Ryan and Millard must also undergo mental health treatment and counseling during their probation period. They are also not allowed to own or possess any animals.

Lamson said the two women changed their pleas to guilty on the same day a jury was to be selected to hear the case.

Prosecutors had been offering deferred sentences since arraignment proceedings, Lamson said.

"These women had no record. We were really trying to curb their behavior rather than punish them," she said.

Should Ryan or Millard violate the terms of the deferred sentence, they could be required to serve it out in jail. That is unlikely, though, Lamson said.

"I don?t know if we would ask for it and I?m not sure that the judge would order it," she said.

Bennington Police responded to the Aldi grocery store parking lot last October after someone reported people sleeping in a car with a number of cats. Police

eventually found more than 80 cats inside two vehicles.

The vehicles and animals were seized by police and the cats were sent to the West Mountain Animal Hospital and Shaftsbury?s Second Chance Animal Shelter. Local officials said all the cats were in need of medical care.

Most of the cats have been put up for adoption.

New York police also seized around 50 cats from Ryan?s home in Troy.

Ryan told the Banner in an interview that she and her sister, Millard, were looking for no-kill shelters for the cats. She said her brother-in-law began hoarding the cats and she was attempting to find homes for the animals.

Some senior officials of the Zimbabwe Office for Aid and Debt Management will visit Nigeria?s Debt Management Office (DMO) on a one-week study tour next week.

The Zimbabwe team will be understudying the pocesses of establishing and running an effective debt management office, according to information from the DMO.

Coordinator of the visit, Mr. Kudakwashe Mudereri, who is also the Chief Economist in the Zimbabwean Ministry of Finance, said in a request letter to the DMO, the ?Debt Management Office has been recognized as one of the most effective Debt Management offices in Sub-Saharan Africa.?

He therefore hoped that the team will benefit from the experience in its efforts to set up a centre of excellence in Debt Management in Zimbabwe.

The DMO has packaged series of in-house lectures that would take the delegation through the whole process of Nigeria?s experiences and milestones recorded in Public Debt Management.

The team will visit the Central Bank of Nigeria (CBN), Securities & Exchange Commission (SEC) and the Office of the Accountant General of the Federation (OAGF).

This is aimed at demonstrating in practice, the close collaboration, understanding and the policy linkages between Monetary, Fiscal and Debt Management operations in Nigeria?s Public Finance Management, as well as, the financial market development.
