Kara Kennedy, daughter of Ted Kennedy, dies at 51 (AP)

WASHINGTON ? Kara Kennedy accepted the Presidential Medal of Freedom with tears welling in her eyes on behalf of her ailing father at a 2009 White House ceremony but also managed a smile as Sen. Ted Kennedy's life was honored. After the Democratic senator died two weeks later following a battle with brain cancer, his only daughter read a psalm at his funeral Mass in Boston, moving many.

The eldest of the senator's three children, Kara Kennedy died Friday at age 51, collapsing after her daily workout at a Washington health club. The cause of death wasn't immediately released.

Though she had never sought elected office like many in her famously political family, she helped with her father's presidential and Senate campaigns and heeded his call to give back through public service. She worked as a filmmaker and in television and was active in an array of causes from the arts to battling fetal alcohol syndrome.

She herself had been diagnosed with lung cancer in 2002, but underwent surgery the following year that doctors had said was successful.

But her brother, Patrick Kennedy, said her cancer treatment ? surgery and grueling chemotherapy and radiation ? left her physically weakened.

"Her heart gave out," said Patrick Kennedy, a former Democratic congressman from Rhode Island.

"She's with dad."

In a telephone interview from her Boston home Saturday, Joan Bennett Kennedy said she and her daughter were "best friends" who liked to take long swims together and enjoyed walks on the beach. She said her daughter had fully recovered from cancer and didn't have any lingering health issues.

"She was very healthy. That's why this is such a shock," Joan Kennedy said.

Kara Kennedy was a member of the Sport & Health fitness center, though spokeswoman Nancy Terry declined to release further details about the death, citing member privacy. A spokeswoman for the District of Columbia medical examiner said in an email that the cause of death was pending.

Kennedy's ex-husband, Michael Allen, said she frequently visited the club and went swimming every day if she could. He said funeral arrangements were being organized.

"Her legacy is one of courage and grit and determination in the face of her own illness and in the face of many family tragedies and limitless, absolutely limitless, devotion to our children," he said.

Kara Kennedy was born in 1960 to Edward and Joan Kennedy, just as her father was on the campaign trail for his brother John F. Kennedy during the presidential primaries.

The late senator wrote of his oldest child in his 2009 memoir, "True Compass," that "I had never seen a more beautiful baby, nor been happier in my life."

Later, she appeared with her father during his unsuccessful 1980 campaign for the Democratic presidential nomination, and she and her brother Edward Kennedy Jr. helped run the senator's 1988 re-election campaign.

A graduate of Tufts University, Kara Kennedy also helped produce several videos for Very Special Arts, an organization founded by her aunt Jean Kennedy Smith. She also served as a board member for the Edward M. Kennedy Institute; director emerita and national trustee of the John F. Kennedy Library Foundation; and as a national advisory board member for the National Organization on Fetal Alcohol Syndrome.

Her lung cancer diagnosis came in 2002, and the prognosis was grim. But the family refused to accept that, the senator wrote. She had an operation in 2003, and Edward Kennedy accompanied his daughter to chemotherapy treatments.

"Kara responded to my exhortations to have faith in herself," he wrote later. "Today, nearly seven years later as I write this, Kara is a healthy, vibrant, active mother of two who is flourishing."

Her children, Grace and Max, are now teenagers.

Kara Kennedy's two brothers have dealt with health issues of their own: Edward Kennedy Jr. lost a leg to bone cancer as a child, and Patrick Kennedy had surgery in 1988 to remove a non-cancerous tumor that was pressing against his spine.

"Her magnificent strength in her successful battle with lung cancer was a quiet inspiration to all of us and provided her family and fellow patients with hope," the Edward M. Kennedy Institute said in a statement.

In August 2009 Kara Kennedy accepted the Presidential Medal of Freedom, the nation's highest civilian honor, on behalf of her father. Tears filled her eyes as the senator's accomplishments were read aloud. She smiled when President Barack Obama, whom Ted Kennedy had endorsed in 2008, put his arm around her shoulder in a comforting way.

EU finance ministers take stock of progress on debt crisis (Reuters)

WROCLAW, Poland (Reuters) ? EU finance ministers broke no new ground in dealing with the euro zone debt crisis in discussions over the weekend, instead absorbing some ideas and rejecting others and taking stock of progress on agreed steps.

Ministers and central bank governors from the 17 countries using the euro and the broader 27-nation European Union met on Friday and Saturday in the Polish city of Wroclaw to discuss Europe's slowing economic growth and progress in beefing up euro zone defenses against the sovereign debt crisis.

In an unprecedented visit to the informal talks of top EU financial officials, U.S. Treasury Secretary Timothy Geithner made an appearance in Wroclaw on Friday to urge Germany to provide more fiscal stimulus to the slackening euro zone.

But Geithner's call for action by those who can afford it was rejected because the euro zone believes that market trust in the sustainability of its public finances, and therefore consolidation, is more important than spending on growth.

"Fiscal consolidation remains a top priority for the euro area," said Luxembourg's Jean-Claude Juncker, chairman of euro zone finance ministers.

GREECE: DEFAULT TALK "RIDICULOUS"

Greece's finance minister on Saturday dismissed talk that the debt-strapped country was headed for default, while saying Prime Minister George Papandreou canceled a trip to the United States because tough decisions had to be made imminently.

"The comments and analyses about an imminent default or bankruptcy are not only irresponsible but also ridiculous," Finance Minister Evangelos Venizelos said in a statement.

"Every weekend Greece ... is subject to this organized attack by speculators in international markets," he added.

Venizelos said Papandreou decided to return to Athens not because of an economic emergency but because the government had to take tough decisions as talks resume with its international lenders before a next bailout tranche is released.

Greece has been falling behind with agreed fiscal and structural reforms that have been set as a condition for continued support for Athens by international lenders.

U.S. LECTURING NOT WELCOME

Several euro zone ministers in Wroclaw seemed peeved that the United States, itself burdened with a large budget gap and debt, was lecturing Europe on what should be done.

"He (Geithner) conveyed dramatically that we need to commit money to avoid bringing the system into difficulty," Austrian Finance Minister Maria Fekter told reporters after the meeting.

"I found it peculiar that even though the Americans have significantly worse fundamental data than the euro zone, they tell us what we should do."

Geithner also pointed out that euro zone finance ministers could boost the firepower of their bailout fund, the 440 billion euro European Financial Stability Facility, through leveraging.

This could ease market concerns that the euro zone does not have enough money to help Spain and Italy if needed.

The idea was not discussed at the meeting with Geithner, but it will be studied by the European Commission as it offers a way to boost EFSF intervention power without more taxpayer money, according to euro zone officials.

RESERVATIONS

Yet German central bank Governor Jens Weidmann expressed reservations about the idea of EFSF leveraging on Saturday.

"It depends on how leverage is done. If it is done so that in the end the euro system is at risk, then that does not fulfill the requirements," he said.

"If it is done in a way that EFSF should get a banking license, then it has to be clarified whether the EFSF is actually doing banking business. I would set a big question mark on that," he said, echoing comments by euro zone sources that the leveraging idea might encounter numerous legal challenges.

Leveraging would mean that the EFSF could guarantee to cover potential losses of the European Central Bank on purchases of bonds of distressed euro zone sovereigns, boosting the fund's intervention potential even fivefold, officials said.

"It has not been rejected and it has not been endorsed -- it is being discussed," a senior euro zone official said. "But the priority is the implementation of the current EFSF reform."

The euro zone agreed on July 21 to grant the EFSF powers to intervene on bond markets, give precautionary credit to governments and recapitalize banks.

But the changes have to be ratified by euro zone countries. The head of the EFSF, Klaus Regling, said he expected the new powers would be in place by mid-October.

Euro zone officials expressed confidence that Greece, which relies on the euro zone and the International Monetary Fund for emergency financing support, would get the next tranche of aid, if it meets EU/IMF conditions, by October 14.

"TECHNICAL SOLUTION" FOR GREECE?

Euro zone leaders promised Greece on July 21 a new emergency loan package worth 109 billion euros. But the payout of the money depends on finding a solution for Finland's demands to get collateral from Greece for more loan guarantees from Helsinki.

"A technical solution is within reach," French Finance Minister Francois Baroin told reporters. Euro zone sources said however, that a deal is likely only in early October because of its complexity.

EU finance ministers also agreed on Saturday that European banks must be strengthened in the follow-up to July stress tests, as a report said a "systemic" crisis in sovereign debt now threatened a new credit crunch.

"We reached the conclusion that we need to make our financial system more robust," Spanish Economy Minister Elena Salgado told reporters.

The agreement does not mean European banks are likely to get large, additional capital injections from public coffers -- it is just an acknowledgement of the results of the European bank stress tests in July.

The tests showed a financing gap for banks of only 6 billion euros -- a sum many investors believe could be much higher if the debt crisis worsens, and which is to be primarily covered by private capital.

(AP) ? Four men were hospitalized and several businesses evacuated Thursday after tens of thousands of bees swarmed a storage yard in the Southern California city of Santa Ana.

The trouble started when a man in a wheelchair apparently disturbed the hive, causing the bees to bombard him, Santa Ana fire Capt. Steven Snyder said.

"He was attacked and stung over 60 times and had fallen out of the wheelchair and was yelling for help," Snyder said.

The man's cries attracted the attention of three bystanders who ran to his aid.

The bees were so aggressive that the three men had to retreat initially, but they dove back in and managed to pull the man to safety, Snyder said.

The men were stung dozens of times during the "very impressive" rescue, he said.

"They probably saved his life," Snyder said.

All four men had difficulty breathing and suffered rashes, nausea and vomiting. They were taken to hospitals and at least two of the men were released Thursday night, Snyder said.

He didn't know their conditions or if the man in the wheelchair was still hospitalized. No names were released, but Snyder estimated all four men were in their 40s.

Two firefighters who responded to the scene also were stung.

A street was shut down and several nearby businesses evacuated while beekeepers removed the hive. They estimated it held 60,000 bees.

Snyder said DNA tests were planned to determine if the bees were Africanized because of their aggressive behavior.

The bee attack wasn't the first to make headlines this week.

On Wednesday, Africanized bees swarmed several farm animals and killed a 1,000-pound hog at a farm in Bisbee, Ariz. An 800-pound pregnant sow also was stung so many times that it went into a coma and lost its litter.

In northern Arizona, a 49-year-old man remained hospitalized after authorities say he disturbed bees nesting under a cattle trough Sunday and was stung more than 1,000 times.

Foster Care

In some extreme cases of child abuse, neglect, or deaths in the family, courts may decide that parents are unable to care for their children. The state becomes the child?s temporary legal guardian making most decisions about that child?s life while the child?s parents retain limited legal rights. Judges and social workers then decide where and with whom the child live with. Family foster care is a system of licensed families in each state who act as temporary parents for children who cannot live with their families. Foster parents have temporary physical custody of children and care for them day to day. They do not have legal custody of the child. Children may also live in group homes where several children in foster care live together.

Kinship care refers to children being placed with relatives who are not their parents. If they are placed there by the state, the law requires that these relatives be licensed like any other foster family.

Foster care is meant to be only a temporary solution. Judges regularly review the case and are required to do everything they can to provide children with permanent homes. Courts first try to help the families from which the children came to make changes necessary to provide safe home. This solution family reunification is the most common outcome for children in foster care. If the court finds that there is no way for the child to return home, then the judge may terminate parental rights. Once this happens children may be adopted by their foster families, relatives, or others.

?A permanent home cannot be found for every child. Each year thousands of youths leave the foster care system because they have reached the age at which they become emancipated. This can be age 16, 18, or 21, depending on the state, These young people become legal adults, which means no one has custody of them. The Foster Care Independent Act of 1999 requires that these youths be given independent living services until the age of 21, which may include temporary housing, job training, and help attaining further education.

Adoption

Adoption is the legal process by which an adult or adults become the legal parent(s) of another person. Though adults usually adopt children, most states permit adults to adopt another adult. The law places a few restrictions on who can adopt another. Therefore, most people regardless of marital status, race, religion, or age are eligible to adopt anyone else. In practice however, adoption agencies and courts try to make a child?s new family as much like a traditional family as possible. Adoption agencies thus are sometimes reluctant to place children with a single parent. Some states also prohibit gay and lesbian people from becoming foster or adoptive parents.

Most adoptions are arranged through public or private adoption agencies. People wishing to adopt apply to an agency and are investigated and evaluated to determine whether they would be suitable parents. While public agencies usually charge little or no fee for this service, private agencies often charge substantial fees for their services. Some people work through agencies to adopt children living in foreign countries. Other people turn to go ? betweens who arrange for pregnant women to turn their babies over to adoptive parents without going through an adoption agency. Some states allow this practice and license the go-betweens. Other states refer to the practice as illegal.

People who wish to adopt must also apply to a court to have the adoption legally approved. An attorney often takes the legal steps to make the adoption final. An adoption agency will submit it?s report on the adopting parents and will seek written consent from the birth parents. In most states, consent is required, but in some cases, even if the birth parents refuse or cannot be found, courts may still grant adoptions that they decide are in the best interest of the child. Children over a certain age often 12 or 14 must also consent to the adoption.

In most states, when the court approves an adoption, it issues a temporary order. This means the agency or birth parents remain the legal guardians for a specified waiting period, such as six months or a year. After this waiting period, a new birth certificate is issued showing the adopting parents as the parents of the child. The child and the adoptive parents then assume the same rights and responsibilities as children and their birth parents.

?Some couples who have had difficulty conceiving their biological children turn to surrogate parenting. A surrogate mother is a woman, other than the wife, who agrees to be artificially inseminated with the husband?s sperm. The surrogate and the couple typically sign a contract before the child is born in which the surrogate consents to the child?s adoption by the couple and releases all parental rights. State laws vary widely on the legality of surrogacy contracts. These restrictions range from requiring advance judicial approval of the agreement, to barring the enforcement of an agreement if the surrogate is compensated beyond pregnancy expenses, to barring all such surrogate contracts completely.

?Traditionally, adoption records were sealed, and adopted children were not allowed to find out the names or whereabouts of their birth parents. However, adoptive children are often interested in learning about and meeting their birth parents. Some adoptees spend a great deal of time seeking information on their family history, Today a few states allow access to adoption records. Other states have laws that give adopted children who have reached the age of majority the right to obtain the names of their birth parents and have a right to privacy and a right not to see children they put up for adoption unless they desire to do so.

Miller says phone hacking made her paranoid (AP)

NEW YORK ? Phone-hacking victim Sienna Miller says she planted false stories with friends in an attempt to figure out why intimate details of her life were showing up in British tabloids.

Miller, an actress and former girlfriend of actor Jude Law, told NBC's "Today" show in an interview that aired Thursday that stories about her appeared in the newspaper that only her mother, sister, boyfriend and best friend knew about.

"At the time I was incredibly paranoid," she said.

Miller reached a 100,000 pound ($161,000) settlement with the tabloid News of the World, which had hacked into her cell phone messages.

She accused some of the people close to her of selling stories to the press, she said. She'd plant the false stories to see if they appeared in the newspaper, and thus expose a person betraying her, but the false stories never appeared.

Miller said she also became suspicious when it became clear there were a large number of voice mail messages that friends said they'd left and she never received.

"Everything is compromised enormously," she said. "It had a huge impact on relationships, friendships and my career."

Once it became clear to her what was going on, Miller said she was still reluctant to take on Rupert Murdoch's media empire for fear that it could damage her career.

"It was just too horrendous to not expose, and I was really happy that I did," she said.
