Toyota Prius Vs. Ford C-Max Hybrid: Pros And Cons

For several years, Toyota had the hybrid market pretty much sewn up with its Prius.

Okay, so it never reached the heady economy highs of the original Honda Insight, but it was far more practical and electric running made it the hybrid of choice in city driving.

That's until the Ford C-Max Hybrid appeared, at any rate. If you're in the market for one of the cars, the chances are you're also in the market for the other--so we've pulled together the pros and cons of each to help you decide on your next hybrid family car.

Toyota Prius

We'll start with the incumbent challenger. Loved and loathed in equal measure, few cars split opinion like the Prius--but it has earned its gas-sipping reputation on merit, and remains one of the most economical non-plugins on the road.

The current Prius largely treads the same ground as the car that first hit the market wearing the now-famous badge.

That means an Atkinson cycle gasoline engine (once 1.5 liters, now 1.8 liters) paired with a hybrid system via an epicyclic gearbox. The benefit of this is a system that can choose between gasoline or electricity depending on road conditions--sometimes both, and if sitting in traffic, sometimes neither.

The use of electric drive at lower speeds means fuel consumption is low in city driving. On electricity alone, it'll only go just over a mile, but in practice many drivers find the engine cutting out quite frequently in traffic. Transition between gas and electric is more or less seamless.

Of course, these are all traits shared with the Ford. So what are the Prius's pros and cons?

Pros

  • It does get slightly better on-paper fuel economy than the Ford, at 50 mpg to 47 mpg combined
  • It's also better in the real world. On the EPA's fueleconomy.gov site, 2013 Prius drivers are averaging around 46 mpg (11 vehicles), and C-Max Hybrid drivers only 39 mpg, based on over 100 cars.
  • The Prius has a slightly lower base price--$24,200 plays $25,200.
  • Reputation: The Prius is a well-established fuel-sipper. The Ford has to earn that reputation.

Cons

  • The Prius attracts an unusual degree of loathing from other drivers--few cars make such a statement about their driver, and some may be uncomfortable with this
  • Styling both inside and out is starting to age
  • No longer features cutting-edge tech, either beneath the surface or in the cabin--the Prius's interior is a little archaic these days
  • Less than spectacular to drive

Friends proud of amateur film on Snowden's HK stay

HONG KONG (AP) ? It was shot in single takes with amateur actors, hobbyist directors and about $650 ? mainly to pay for a room in the same Hong Kong hotel that briefly housed Edward Snowden.

But the short YouTube film some bill as the first movie about the National Security Agency leaker is a source of pride for the friends who made it, even as they acknowledge its limitations.

"Verax" gained much popularity at first, having been released just two days after Snowden left Hong Kong for Moscow, where he remains, but praise of the film has given way to criticism, with many viewers berating the four directors for amateur work and bad casting.

The five-minute film is filled with Hong Kong scenery and melodramatic music and stars Andrew Cromeek, an American school teacher in Hong Kong with an uncanny resemblance to Snowden.

Cromeek is unfazed by the critics, noting none of the actors is a professional and that they didn't think the mere YouTube video would gain so much attention in the first place.

"I think the way it was shot was quite cool," he said. "We are all amateur actors. We all had one take. It was kind of like, shoot, go, OK, done. So it's fine. It's completely OK if people are like, 'It's the worst acting in the world.' It's totally fine with me."

Jeff Floro said he and the other directors, Edwin Lee, Shawn Tse and Marcus Tsui, had only wanted to hone their guerrilla filmmaking style and produce something that was relevant to Hong Kong at that time. Floro himself works in finance by day, and creates movies as a hobby.

Given the fact that little of Snowden was known at that time, the directors agreed to focus the film's attention on the relationships between different groups and agencies in Hong Kong.

They played with different ideas, "but in the end we felt like the tension is just there as it is, and we could just let it go through those circles and not actually highlight too much of Edward Snowden, considering we didn't have that much information about him," Floro said.

Money wasn't a concern of the filmmakers, who spent about 5,000 Hong Kong dollars (US$645) to make the film, most used to book a room at the Mira Hotel where Snowden stayed part of the time he was in Hong Kong.

"I think it was more about love of filmmaking, and we just thought it was relevant to Hong Kong," Floro said. "If we had wanted to cash it out, I think would have taken more time to really like, I guess put something longer together. And really like, try to pitch it, sell it in that way."

They plans to take "Verax" to film festivals and are open to making a sequel.

'Bishop's Den' grants offer chance of 'doing church differently'

Grants totalling ?100,000 are being made available to fund new innovative church projects across the Diocese of Truro.

Churches are being invited to pitch their "entrepreneurial" ideas with a particular focus on people working together and growing God's kingdom and the church.

The process of awarding the funding will culminate in the 'Bishop's Den', similar to the BBC show where millionaires choose new ideas to invest in. ?

At the Bishop's Den in February 2014, the Bishop of Truro will be joined by a panel of local business, charity and church leaders in choosing the best projects. ?

"We want to support several projects which could be used as models to show how churches will flourish within the community in the future," the diocese said.?

It is not enough to have great ideas. ?Submissions will have to be underpinned by a clear strategy, preferably at deanery level, and identify the resources required, the measurable outcomes and the viability of the project.?

Archdeacon Bill Stuart-White, who is leading the project, told the BBC: "Our hope is that some exciting initiatives will be proposed that focus on people working closely together to cross traditional boundaries and come up with practical projects to show how churches will flourish within the community in the future."

(AP) ? For Ruta Meilutyte, a gold medal would merely be a bonus.

She's already grabbed what she came for at these world swimming championships.

A breakout star at last year's London Olympics, the 16-year-old from Lithuania set the first world record of the meet Monday night ? in the semifinals of the 100-meter breaststroke, no less.

Meilutyte will be an overwhelming favorite in the final Tuesday, but she considers the record a bigger accomplishment than a world championship. She nearly broke the mark during the morning preliminaries, then returned in the evening to go even faster.

The youngster touched in 1 minute, 4.35 seconds, beating the record set by American Jessica Hardy in 2009 at the end of the rubberized suit era.

"My biggest aim is accomplished now and I'll give it my best shot in the final," said Meilutyte, who trains in Britain. "It's one of the steps, one of the dreams. Obviously, a gold medal would be a cherry on top."

The kids are doing all right at these worlds, that's for sure.

Eighteen-year-old Missy Franklin cruised into the final of the 100 backstroke as the top qualifier, despite a tough start in the semifinals when her right leg slipped while pushing off the wall. Another young American, 16-year-old Katie Ledecky, followed up her gold medal in the 400 freestyle by easily qualifying for the 1,500 free final.

"It's so incredible to see the youth that the sport has and that it will continue to have," Franklin said. "It's so awesome watching it and kind of being a part of this whole experience as it's happening."

There were no American golds on the second night of swimming at the Palau Sant Jordi.

Christian Sprenger made sure the Australian men won't endure another gold-medal shutout like the one in London, edging South African world-record holder Cameron van der Burgh in the men's 100 breast.

"To finally have the Australian anthem played for me, it's an extraordinary feeling, and after a swim I couldn't be prouder of," Sprenger said. "Our team had some setbacks last year, but we came through stronger. We are going to be back and going to be stronger."

Sweden's Sarah Sjostrom knocked off another world-record holder, Dana Vollmer of the U.S., in the 100 butterfly. For Sjostrom, the victory came four years after she won the same event at the world championships in Rome, which was followed by the bitter disappointment of fourth-place finishes at both the 2011 worlds and the Olympics.

"It's hard to believe because my confidence hasn't been that good after lots of fourth places," she said. "Now I am so happy. My confidence is so much better now. I know I can swim so much faster."

Vollmer, who took an extended break after the Olympics and came into the event battling an illness, settled for the bronze with a time more than a second off her gold-medal performance in London.

"The goal is to always try and win, but with where I am right now I am really happy with the bronze," Vollmer said. "I needed the fall off to recharge looking to 2016. It is disappointing now, but it lights that fire to get back in the pool and keep working hard for Rio."

Hungary's Katinka Hosszu ran away with a dominating win in the women's 200 individual medley, with Ye Shiwen among those in her wake. The 17-year-old from China, another of the young stars at the last Olympics, was last at the final turn and settled for fourth ? not even making the medal podium in Barcelona.

Ye swept the IMs in London, setting a world record in the 400.

"That was slower than expected but I did everything I could," she said through a translator. "After the Olympics I couldn't sleep, so I couldn't prepare like I had done before. I'm five kilograms heavier than I was at the Olympics. I need to go back and train harder and hopefully I'll do better next time. I was happy with my butterfly but nothing else."

Hosszu made it look easy, leading at every stroke change and cruising to the wall nearly 1.5 seconds ahead of the field.

"That was kind of my plan to go out and be aggressive from the beginning," she said. "I saw nobody was coming, so I just wanted to touch the wall and start celebrating."

Hosszu finished nearly 7 seconds behind Ye in the 200 IM at London, and just missed a medal with a fourth-place finish in the 400 IM.

This time, it was Ye coming over to shake hands with the winner.

"I was really surprised," Hosszu said. "I wasn't sure of the order after me. It was only later I saw she wasn't on the podium. I am sure she will be back on the podium. She is a great swimmer."

Longtime Brazilian star Cesar Cielo took gold in the 50 fly ? a non-Olympic event ? with Eugene Godsoe of the U.S. grabbing the silver.

But Meilutyte was the star of the night without even winning a medal.

She just keeps getting better after upsetting American Rebecca Soni for the Olympic gold in the 100 breast last summer. With Soni taking the year off, there's no doubt that Meilutyte is the new queen of the breaststroke ? at the moment and perhaps years to come.

"It's a new breed of swimmer coming up," van der Burgh said. "The 100 has become more of a sprint than it was before. If you are too slow than you can never catch up, and I think that's the big change."

Australia's Alicia Coutts didn't win gold but deserved a shout-out for pulling off a grueling double. She finished second in both the 100 fly and 200 IM, one night after anchoring the Aussies to silver in the 400 free relay.

Coutts was in tears after getting caught by American Megan Romano in the relay, feeling she let her team down, but the Aussie is piling up quite a medal haul in Barcelona.

The home crowd got a thrill when Mireia Belmonte of Spain won bronze in the 200 IM.

Meanwhile, Ryan Lochte put himself in position to take a run at his first individual gold of these championships. He was the second-fastest qualifier in the semifinals of the 200 free behind Russia's Danila Izotov.

As baseball's trade deadline approaches, it's nervous time for GMs

ARLINGTON, Texas ? Consider the dilemma faced by Seattle Mariners General Manager Jack Zduriencik as Wednesday's nonwaiver trade deadline approaches.

The Mariners have virtually no shot at making the playoffs. So if Zduriencik decides to sell, essentially throwing in the towel on what would be the team's fourth straight losing season, he could pick up a bevy of prospects, just the kind he needs to continue what has been a long rebuilding process.

But if he stands pat, holding on to the team that has the American League's second-best record this month, the Mariners have a chance to finish strong, reinvigorating a long-suffering fan base and perhaps saving Zduriencik's job and that of his manager, Eric Wedge.

"It's tough," says Arizona Diamondbacks GM Kevin Towers, who faced the same dilemma several times during his 15 seasons with the San Diego Padres.

"The key thing right now is, where are you at? Are we a contender? Are we a pretender? Do we stick with what we have or dump? And to me those are probably the toughest decisions."

Zduriencik isn't the only general manager searching his soul ? and his roster ? this week. With the addition of a second wild-card playoff spot in each league, half of baseball's 30 teams began Saturday within seven games of a postseason berth with two months to play. As a result, few of those teams seem eager to break up their rosters.

"I cannot remember a trading deadline that had so many teams that were still in it . . . and therefore were looking to add," Dodgers GM Ned Colletti said. "You have more buyers than you do sellers. There's not a neutral. You're either doing one or the other.

"And so the list of available players right now ? or teams that are willing to [trade] ? is smaller."

Seattle is a club that could go either way. Designated hitter Kendrys Morales, outfielder Raul Ibanez and left-hander Joe Saunders will become free agents after the season, making them attractive targets for teams looking to pick up a bat or shore up a rotation for a playoff push ? a push the Mariners, 81/2 games out of a wild-card berth as of Saturday morning, are unlikely to join. Same with the Royals, who were seven games back in the AL Central and the wild-card race yet say they are loath to part with soon-to-be free agent Ervin Santana.

"Your job, I think, is to let upper management know and let ownership know realistically where you think you're at. And how far you are away from truly contending and kind of sticking with that plan," Towers says. "But it's hard. Because ultimately the game's about the fans. And the fans, when they see the ballclub raising the white flag, is that going to hurt attendance? Is that going to hurt your ballclub? Revenues at the gate?

"Especially if your ballclub hasn't been successful for quite some time. It's like, 'Here we go again. It's never going to change.'"

Deciding whether or not to make a trade is the easy part, though. Deciding what you want, finding a trading partner who has it and then setting a price can be far more complicated.

Colletti let the Red Sox know he was interested in Manny Ramirez 18 months before that 2008 trade finally happened. Later the Dodgers let Boston know they liked catcher Tim Federowicz, information that proved valuable for the Red Sox when a trade with Seattle for left-hander Erik Bedard appeared dead because Boston didn't have an outfield prospect to send the Mariners in return. So the Red Sox offered Federowicz to the Dodgers provided they agreed to send Trayvon Robinson to Seattle, and the three-way deal was completed less than two minutes before the trade deadline.

"This is the most exciting time of the year. The last hour is typically frantic with two cellphones and a land line working along with all the scouts and personnel people on their phones and computers," says Colletti, who once negotiated a winter deal from an ice-fishing shanty in Canada. Then last July he was able to complete the Hanley Ramirez trade only after a customer in a Mexican restaurant in Arizona allowed him to borrow a charger to revive his dead cellphone.

A few hours later, Ramirez was a Dodger.

"Trades are hard to make work," Angels GM Jerry Dipoto says. "It's not just finding the match you're looking for. The player you really want may not be available, so you try to get as close as you can to what you want."

As a result, sometimes the best trade is the one you don't make.

"People on the street may think you should be a buyer. But the best players may be the ones you already have," Dipoto says.

Which brings us back to Zduriencik and the decisions he has to make over the next three days. Should he play the cards he's holding and try to finish above .500? Or should he gamble, trading in those cards in the hopes he can build a playoff contender in the near future?

"Those are sometimes million-dollar decisions," Towers says. "If you guess wrong and you think you're ready to win and you're not, you end up trading some of your top prospects [and] it can set you back for quite some time. So it's really knowing when to strike and when not to.

"And be right more than you're wrong."

Saturday was a good night to be named Swanson at Lucas Oil Raceway in Clermont, Indiana. Brothers Tanner and Kody Swanson, from Kingsburg, California, took first and second in the J.D. Byrider 100, a 100-lap race for the USAC Traxxas Silver Crown cars held on the paved oval previously known as Indianapolis Raceway Park.

And it wasn't a bad night to be named Hines, either, as Tracy Hines won the 30-lap Rich Vogler Classic USAC midget race, while Tanner Swanson finished third, just behind Kyle Larson, fresh from an 11th-place finish at the Indiana 250 NASCAR Nationwide race at Indianapolis Motor Speedway Saturday afternoon, and a second-place finish at Eldora Speedway Wednesday night in the NASCAR Camping World truck series Mudsummer Classic.

Prior to the Silver Crown race, New Castle, Indiana's Hines -- who finished 13th in the NASCAR truck series Mudsummer Classic at Eldora -- dominated the 14-car Rich Vogler Classic from the pole. Darrell Hagen passed Hines on lap five, but Hines quickly re-passed him, and Hagen dropped back to an eventual fourth-place finish. Larson was next to challenge Hines, passing him in turn three after a slide job, but Hines re-passed Larson before they reached the front straight.

Hines took the victory in his Spike/Stanton Toyota, followed by teammates Larson and Tanner Swanson, both driving Toyota-powered, Keith Kunz-owned Beast cars.

Hines leads defending series champion Hagen in season points, 307 to 301. In Silver Crown points, Kody Swanson leads Bobby East, who finished seventh, 197 to 186 points.

The fight against corruption set the playbook for movements that aim at global legal change. First, pass a law in the U.S. Then leverage that law to create treaties and legislation that raise the expectations for businesses around the world. My last column showed how the "Publish What You Pay" movement deviated from that model when a court vacated the Securities and Exchange Commission's revenue transparency rule for the natural resources sector. Now a court in Washington, D.C. has upheld the other Dodd-Frank social regulation?the section 1502 rule calling for responsible sourcing of Congolese minerals?leaving the blood minerals movement on track to repeat the historical triumph of anticorruption.

U.S. District Judge Robert Wilkins rejected every broad argument offered by Sidley Austin on behalf of the manufacturing and business lobbies. The judge was relaxed in his demands for a rulemaking cost-benefit analysis in the context of a social regulation, and found the SEC's balance reasonable. Under the intermediate scrutiny test that the court applied, the objective of peace in Africa amply justified the compulsion of commercial speech. And in contrast to the Publish What You Pay decision, Wilkins accepted the SEC's judgment that carving out an exemption (here, for de minimis use of conflict minerals) would undermine the statutory design. All three branches of the U.S. government accept that even a spot of blood is too much.

The policy cleared for takeoff is a worthy one. The Kimberley Process for governments to certify diamonds as conflict-free is among the most successful human rights experiments of the past generation. More broadly, the corporate duty of human rights due diligence in the U.N. Guiding Principles on Business and Human Rights (the "Ruggie rules") is among the most innovative policy tools. Dodd-Frank section 1502 uses Ruggie's standard tool to pursue ends similar to Kimberley, but by regulation rather than voluntary initiative. It requires manufacturers and contract manufacturers to conduct due diligence on the source and chain of custody of minerals from the Congolese region that have historically been commandeered by abusive militias, and are commonly used in smartphones. (I may have been the only one who noticed, but the section 1502 rule was coincidentally published on the same day as the iPhone 5.)

The biggest rap on Dodd-Frank section 1502 is that it may encourage companies to source minerals from other conflict zones. But the EU may soon solve that problem in the best way possible -- by passing a minerals directive that applies to conflict zones worldwide. In this field, as in anticorruption, there is a regulatory race to the top, and the U.S. courts have not broken the virtuous cycle.

An appeal by industry to the D.C. Circuit remains a strong possibility. But with the industry's first reporting obligations due in May 2014, SEC compliance expert Michael Littenberg of Schulte Roth & Zabel advises companies that they will run out of runway unless they put in place due diligence controls immediately. With any luck, your next iPhone will be blood-free.

Athletes strike gold in Israel for Great Britain

Great Britain hit gold at the end of the first week of the Maccabiah Games 2013.

Sprinter Ellie Edwards won the junior girl?s 200m, Sam Shindler-Glass the junior boys 800m and golfer Tracy Capal claimed the master?s women?s net event.

Team GB also claimed silver medals in the master?s judo, boy?s javelin, fencing team sabre and boy?s 1500m track event.

GB?s first medal of the games was claimed on Sunday by Guy Cohen who won bronze in the men?s fencing epee.

Hacker Barnaby Jack dies in San Francisco

BOSTON (Reuters) - Barnaby Jack, a celebrated computer hacker who forced bank ATMs to spit out cash and sparked safety improvements in medical devices, has died in San Francisco.

A police spokesman said that he was found dead on Thursday evening by "a loved one" at an apartment on Nob Hill and that foul play had been ruled out. The San Francisco Medical Examiner's Office said it was conducting an autopsy, though it could be a month before the cause of death was determined.

His sister Amberleigh Jack, who lives in New Zealand, told Reuters he was 35. She declined to comment further, saying she needed time to grieve.

Jack was due to appear at the Black Hat hacking convention in Las Vegas next week, demonstrating techniques for remotely attacking implanted heart devices. He said he could kill a man from 30 feet away.

His genius was finding bugs in the tiny computers embedded in equipment such as medical devices and banking machines. He received standing ovations at hacking conventions for his creativity and showmanship.

He became one of the most famous hackers on the planet after a 2010 demonstration of "Jackpotting" - getting ATMs to spew out bills. (reut.rs/gIGXVq )

The hacking community expressed shock as the news of his death spread via Twitter early on Friday.

"Wow ... Speechless," Tweeted mobile phone hacker Tyler Shields.

Jack's most recent employer, the cyber security consulting firm IOActive Inc, said in a Tweet: "Lost but never forgotten our beloved pirate, Barnaby Jack has passed."

Jack had served as IOActive's director of embedded device security.

"You grimy bastard. I was just talking up about your awesome work last night," Tweeted Dino Dai Zovi, a hacker known for his skill at finding bugs in Apple products. "You'll be missed, bro."

Friends and fans alike Tweeted memorials to Jack's Twitter handle, @barnaby_jack, on Friday.

Dan Kaminsky, an expert in Internet security, Tweeted that he had hoped the news of Jack's death was a prank: "God, the stories. Nobody caused such hilarious trouble like @barnaby_jack."

Jack's attacks on ATMs brought him the most attention, but his work on medical devices may have a bigger impact.

Two years ago, while working at McAfee, he engineered methods for attacking insulin pumps that prompted medical device maker Medtronic Inc to bring in outside security firms and revamp the way it designs its products. (http://reut.rs/sM9mTE)

He followed that up with work on heart devices that he was to present at Black Hat next week in his first presentation at the annual convention since 2010.

Jack told Reuters in an interview last week that he had devised a way to attack heart patients by hacking into a wireless communications system that links implanted pacemakers and defibrillators with bedside monitors that gather information about their operations.

"I'm sure there could be lethal consequences," he said.

He declined to name the manufacturer of the device, but said he was working with that company to figure out how to prevent malicious attacks on heart patients.

(AP) ? The Food and Drug Administration proposed new steps Friday to ensure that fresh produce, cheeses and other foods imported into the United States are safe.

The proposed rules, required by a sweeping food safety law passed by Congress 2 1/2 years ago, are meant to establish better checks on what long has been a scattershot effort to guard against unsafe food imported from more than 150 countries. Only around 2 percent of that food is inspected by the government at ports and borders.

About 15 percent of the food Americans eat is imported, including about 50 percent of fruits and 20 percent of vegetables. An estimated 3,000 people die from food-related illnesses every year.

FDA Commissioner Margaret Hamburg said the new rules could help prevent outbreaks like 153 recent Hepatitis A illnesses that were linked to a frozen berry mix sold at Costco. That outbreak, which hit nine states, was linked to frozen pomegranate seeds from Turkey.

Hamburg said Friday that the berry outbreak "illustrated the growing complexity of the food supply." FDA investigators had to look at berries from several different countries in the mix before they zeroed in on the Turkish seeds as the probable source of the illnesses.

The proposed guidelines would require U.S. food importers to verify that the foreign companies they are importing from are achieving the same levels of food safety required in this country. The rules, which would also improve audits of food facilities abroad, could cost the food industry up to $472 million annually.

Since Congress passed the food safety law in December 2010 and President Barack Obama signed it in early 2011, there have been several outbreaks caused by imported foods, including an occurrence of listeria in imported Italian cheese last year that killed four people. Other illnesses were linked to tainted papayas, mangoes and nuts and spices used as ingredients.

Michael Taylor, FDA deputy commissioner for foods, says the rules show a major shift in thinking in the way the government works to keep food safe.

Like rules for domestic farmers and food companies released earlier this year, the idea is to make businesses more responsible for the food they are selling or importing by proving that they are using good food safety practices. They might do that by documenting basic information about their suppliers' cleanliness, testing foods or acquiring food safety audits.

Currently, the government does little to ensure that companies are trying to prevent food safety problems but generally waits and responds to outbreaks after they happen.

"The onus is on us to detect the problem that has already occurred," Taylor said.

Requiring better prevention was the intent when Congress passed the bill. But since then, the law has run into several obstacles, including FDA delays in issuing the rules, a lack of congressional funding and increasing opposition from some rural members of Congress who represent worried farmers.

A farm bill passed in the House this month included an amendment sponsored by Rep. Dan Benishek, R-Mich., that would delay all of the food safety rules. Farmers and importers have expressed concern that the rules will require too much time, cost and paperwork.

FDA regulators say the new rules are necessary as the food system becomes more complex and more global. Food often stops in several locations and passes through many different hands in a matter of days before it hits grocery shelves.

And a lack of funding has given the FDA little oversight over what is being produced. The agency inspects most food companies in the United States only every five to 10 years, and it does even fewer inspections abroad. The food safety law requires the agency to step up those inspections, and Taylor said the FDA inspected as many as 1,300 facilities in foreign countries last year, up from 300 in 2010. That is still a just a fraction of the companies that import to the United States.

Many food companies and importers already follow the steps that the FDA is proposing. But officials say the new requirements for domestic and imported foods could have saved lives and prevented illnesses in several of the large-scale outbreaks that have hit the country in recent years.

The domestic food safety rules proposed in January would require U.S. farms and food processors to take new precautions against contamination such as making sure workers' hands are washed, irrigation water is clean and livestock stay out of fields. Food manufacturers will have to submit food safety plans to the government to show they are keeping their operations clean.

The FDA will take comments on both the domestic and foreign food safety proposals for the next several months and then move to issue final rules.

What College Students Should Know About Retirement

College students and recent graduates face particular challenges in saving and planning for retirement. Daunting student loans, a still-uncertain job market and competition for jobs among fellow graduates may all seem far more pressing than a retirement decades down the line, but that doesn't mean post-career planning should be put to the wayside. Here's what college students should know about retirement:

Start saving young. Saving early and capitalizing on years of compounding interest is key to retiring comfortably. "[The] most important thing to remember is that [students] will, in fact, retire someday," says Mark Helm, a certified financial planner in Falls Church, Va. "They can either get one of the great forces of nature ? compound interest ? to work for them, or they can get started late and fight that beast for 30 years."

One of the initial steps toward a successful retirement is one many students feel they've had enough of: education. Most students haven't learned to deal with their finances properly, according to Robert Fragasso, CEO of Fragasso Financial Advisors in Pittsburgh, and that's the first hurdle to a healthy retirement.

Students looking to fill the gaps in their financial education may want to ask trusted family and friends or consider heading back to the classroom. "I would look for adult financial education courses at the college level," Fragasso says. "View those courses with an open mind to become a sponge, but also with a good filter to understand what's truly academic and sound, and what is somebody's bias."

Make a plan to pay down debt. Student loans are likely a part of recent or future grads' finances and factor strongly into their retirement planning. Grads will likely have to pay off that debt bit by bit. Trying to pay down loans as fast as possible may work in some cases, but this can tighten an already small budget, Helm says. "[Students] have to have some money that's not in a retirement account, or at least that's flexible that they can get at."

Recent grads should factor the cost of their loans into their calculations, and pay off the highest-interest debts, such as credit card debt, first. Borrowers can pay down loans with the lowest interest rates more slowly, Fragasso says.

An emergency fund is essential. Students and recent grads should have an emergency fund that can be used for incidental expenses or as a savings account for an eventual down payment on a home. Younger students should be more focused on building up a cash reserve than putting money in a retirement account, Fragasso says.

Factor in Social Security. Social Security is yet another component of retirement that students should get familiar with early on. "Social Security is more than a retirement program," says Kia Anderson, a Social Security Administration spokeswoman. "It is important for young people to know that Social Security is here for them right now in the form of disability and survivors insurance."

Social Security payments are based on the average of the 35 years when you have the most reported earnings. Zeros are averaged in if you don't work for 35 years. Current students can expect to claim full Social Security benefits at age 67, although partial benefits become available at age 62. Keeping track of your income over time will help ensure full benefits will be available upon retirement, Anderson adds.

However, Social Security isn't the only source of retirement income students should plan to rely on. "A person will need other savings, investments, pensions or retirement accounts to make sure they have enough money to live comfortably when they retire," Anderson says.

Get a retirement account. College graduates presented with the option of retirement benefits through their first employer should look for a variety of investment choices, low fees on the investments provided and retirement education opportunities, Fragasso says. "There should be at least an annual education class ... [or] availability of 401(k) representatives to help council the individual employees on their choices."
