(AP) ? America's leaders have threatened to shut the government down, drive it over a cliff and bounce it off the ceiling. Now they're ready to smack it with a "sequester." And it sounds like they mean it this time.

If no one backs down, big cuts in federal spending begin Friday. Should Americans be worried?

A primer on the nation's latest fiscal standoff ? how we got here, who could get hurt and possible ways to end this thing:

What, again?

Like life in a bad Road Runner cartoon, the United States has survived the New Year's "fiscal cliff," double rounds of debt-ceiling roulette and various budget blow-ups over the past two years. Now the threat is $85 billion in indiscriminate spending cuts that would hit most federal programs and fall hardest on the military.

By law, these cuts known as the "sequester" will begin unfolding automatically at week's end unless President Barack Obama and Congress act to stop them.

Why did they agree to a law like that? In hopes of finally getting the nation's trillion-dollar-plus annual budget deficits under control.

Isn't deficit-cutting good?

Obama, nearly all of Congress and plenty of economists say two things:

1) The budget deficit needs to be reduced.

2) The sequester is the wrong way to do it.

"Only a fool would do it this way," says Paul Light, a budget expert at New York University. "Primordial. It's beyond belief."

It makes him think of the movie "Dr. Strangelove," with Slim Pickens riding bronco on an atomic bomb, waving his cowboy hat.

The sequester was designed to land with a mighty splat ? to create such a mess if allowed to occur that lawmakers would do the right and honorable thing and negotiate a measured, meaningful and discerning package of deficit reduction to head it off. But that didn't happen, so the sequester is about to.

And, yes, that should mean progress on the nation's debt. The sequester is one of several developments expected to restrain the nation's red ink after four straight years of deficits topping $1 trillion.

Yee-haw.

Are the cuts really that bad?

It's unlikely they will be as bad ? or at least as immediate ? as some overexcited members of the Obama administration have made out. But the cuts have the potential to be significant if the standoff drags on.

Early on, about 2 million long-term unemployed people could see a $30 cut in benefit checks now averaging $300 a week. Federal subsidies for school construction, clean energy and state and local public works projects could be pinched. Low-income pregnant women and new mothers may find it harder to sign up for food aid.

Much depends on how states and communities manage any shortfalls in aid from Washington.

Furloughs of federal employees are for the most part a month or more away. Then, they might have to take up to a day off per week without pay.

That's when the public could start seeing delays at airports, disruptions in meat inspection, fewer services at national parks and the like.

An impasse lasting into the fall would reach farther, probably shrinking Head Start slots, for example.

Much of the federal budget is off-limits to the automatic cuts. Among exempted programs: Social Security, Medicaid, food stamps, Pell Grants and veterans' programs.

Even so, officials warn of a hollowed-out military capability, compromised border security and spreading deterioration of public services if the sequester continues. It's "like a rolling ball," said Homeland Security Secretary Janet Napolitano. "It keeps growing."

Maybe it's fiscal-crisis fatigue.

Americans are yawning this one off. Only 27 percent of those surveyed for a Pew Research Center/USA Today poll last week said they had heard a lot about the looming automatic spending cuts.

Less than a third think the budget cuts would deeply affect their own financial situation, according to a Washington Post poll. Sixty percent, however, believe the cuts would have a major effect on the U.S. economy.

That's what economists and business people are nervous about.

The political standoff is the factor that economists blame most for the slowing economy, according to the latest Associated Press Economic Survey. The uncertainty about future government spending is causing businesses to hold back on investment and hiring, and it's making consumers less confident about their own spending, economists warn.

How did it come to this?

Obama and congressional Republicans have been deadlocked over spending since the GOP won control of the House in 2010, with a big boost from tea party activists who champion lower taxes and an end to red-ink budgets.

House Republicans refused to raise the nation's borrowing limit in 2011 without major deficit cuts. To resolve the stalemate, Congress passed and Obama signed the Budget Control Act, which temporarily allowed borrowing to resume, set new spending limits and created a bipartisan "supercommittee" to recommend at least $1.2 trillion more in deficit reduction over 10 years. Republicans and Democrats on the supercommittee failed to compromise, however.

That triggered the law's doomsday scenario ? the so-called "fiscal cliff" package of across-the-board tax increases and spending cuts.

In a New Year's Eve deal, Obama and Congress agreed to raise taxes on some of the nation's wealthiest earners. And they postponed the spending cuts for two months ? until Friday.

That was supposed to buy time to cut a deal.

But there's still no deal.

As the days before Friday's deadline melt into hours, neither side shows sign of blinking ? or even negotiating.

Obama insists on a blend of targeted spending cuts and tax increases. Republican leaders reject any more tax increases and say the savings must come from spending cuts.

While both sides talk about reducing the deficit, Obama and other Democrats say this must be done gradually, to avoid wounding an already weak economy.

The president is taking his case to the people, blasting Republicans at campaign-style events. GOP leaders, just back from a congressional vacation themselves, are publicly grousing that Obama should be bargaining with them, not grandstanding.

Is there a way out?

Expect intense negotiations to begin in Washington if enough Americans begin yelping about the pain from reduced federal spending.

Obama and Congress could agree to pare down the budget cuts to a more logical package of reductions, perhaps with some tax changes, too. Such a deal could also retroactively restore spending where they want to.

The "sequester" isn't the only line in the sand, however.

On March 27, legislation that has been temporarily financing the government expires. Without agreement to extend it, the threat of a partial government shutdown looms. Later in the spring, it will be time to raise the nation's debt limit again.

So far, two years of budget crises have been settled with temporary fixes. They have barely dented the underlying disagreement over how to reform Medicare, Social Security, taxes and spending to address the nation's long-term deficit problem.

If those festering questions remain unanswered, the U.S. economy will remain a hostage to politics.

Geneva, 27 February, 2013???New figures released today by the International Telecommunications Union confirm strong sustained demand for information and communication technology (ICT) services, with uptake spurred by a steady fall in the price of broadband Internet.

ITU?s The World in 2013: ICT Facts and Figures report predicts that there will soon be as many mobile-cellular subscriptions as people inhabiting the planet, with the figure set to nudge past the seven billion mark early in 2014. More than half of all mobile subscriptions are now in Asia, which remains the powerhouse of market growth, and by the end of 2013 overall mobile penetration rates will have reached 96% globally, 128% in the developed world, and 89% in developing countries.

With many markets saturated, and penetration at over 100% in four of the six ITU world regions, mobile-cellular uptake is already slowing substantially, with growth rates falling to their lowest levels ever in both the developed and developing worlds.

Internet

ITU estimates that 2.7 billion people ? or 39% of the world?s population ? will be using the Internet by end 2013.

Internet access, however, will remain limited in the developing world, with only 31% of the population forecast to be online at the end of 2013, compared with 77% in the developed world. Europe will remain the world?s most connected region with 75% Internet penetration, largely outpacing Asia and the Pacific (32%) and Africa (16%).

Household Internet penetration ? often considered the most important measure of Internet access ? continues to rise. By end 2013, ITU estimates that 41% of the world?s households will be connected to the Internet.

Over the past four years, household access has grown fastest in Africa, with an annual growth rate of 27%. But despite a positive general trend, 90% of the 1.1 billion households around the world that are still unconnected are in the developing world.

Speaking to government Ministers gathered at the Mobile World Congress event in Barcelona, ITU Secretary-General Dr Hamadoun I. Tour? said: ?We have made the most extraordinary progress in the first twelve years of the new millennium?and yet we still have far to go. Two thirds of the world?s population ? some 4.5 billion people ? is still offline. This means that two thirds of the world?s people are still locked out of the world?s biggest and most valuable library. Two thirds of the world?s people are still refused access to the world?s biggest market place. And two thirds of the world?s people are still denied the extraordinary opportunities now available to the other third. Mobile broadband is clearly going to be a vital part of the solution, and we must continue to ?mobilize? to ensure that all the world?s people have affordable, equitable access to the Internet.?

?Near-ubiquitous mobile penetration makes mobile cellular the ideal platform for service delivery in developing countries,? said Brahima Sanou, Director of the ITU?s Telecommunication Development Bureau. ?Our new m-Powering Development initiative is designed to leverage this potential across markets worldwide, and especially in rural and remote communities.?

Pricing

The cost of fixed-broadband services has dropped precipitously over the past five years, declining by 82% if measured as a share of GNI per capita. But in developing countries, residential fixed-broadband services remain expensive, accounting for just over 30% of average monthly GNI per capita ? compared to just 1.7% of average national income in wealthy countries.

Broadband is most affordable in Europe, where a basic subscription costs on average less than 2% of GNI per capita. In some developing countries, that figure rises to well over 50%.

Differences in high-speed broadband Internet access still persist. Star performers in terms of access speeds are the Republic of Korea, Hong Kong (China) and Japan, alongside some surprise top performers in Europe, including Bulgaria, Iceland and Portugal. In Africa, fewer than 10% of fixed-broadband subscriptions offer speeds of at least 2Mbit/s ? a situation also reflected in several countries in Asia and the Pacific, the Americas and the Arab world.

Gender

The report also reveals for the first time global figures on the number of women (1.3 billion) and men (1.5 billion) using the Internet. The figures represent 37% of all women, compared with 41% of all men ? but the gender gap is more pronounced in the developing world, where 16% fewer women than men use the Internet, compared with only 2% fewer women than men in the developed world. However, despite the disparities, the gender gap continues to close, with access to mobile technology increasingly within reach of women worldwide.

Florida town remembers Trayvon Martin a year after killing

SANFORD, Florida (Reuters) - A year after the shooting death of an unarmed black teenager in this central Florida town, there is a small memorial, a new police chief and an effort to improve race relations.

Trayvon Martin, 17, was gunned down on February 26, 2012, as he walked to his father's fiancee's home in one of Sanford's gated communities. The man accused of his killing, George Zimmerman, 28, a white Hispanic on neighborhood watch, is set to be tried on June 10.

A judge could grant immunity to Zimmerman at a pre-trial hearing on April 29 under Florida's controversial Stand Your Ground law, which allows people to use lethal force in self defense if they are in fear of serious bodily harm.

Martin's death drew top-tier civil rights leaders, such as the Rev. Jesse Jackson and Al Sharpton, who brought a national spotlight to this town just north of Orlando and not far from Disney World.

That spotlight forced the town of 53,000 to confront police work that seemed to be a throwback to the days of separate and resolutely unequal racial sensibilities.

"This situation, with all eyes on Sanford is making them (city leaders) do something about it now," said Cindy Philemon, 49, who helps run the local black heritage museum and welcome center.

A year later Martin's family says it does not want the case considered in racial terms. "We don't want people to see this as a black kid. I want people to see this as a teenager ... who was walking, minding his own business," Martin's mother, Sabrina Fulton, told the NPR radio show "Tell Me More" on Monday night.

Despite the pain of losing her son, Fulton said she was glad that a debate had opened up about Florida's Stand Your Ground law.

The family is backing an amendment to the law seeking to restrict its application. "You can't follow, pursue and chase anyone, be the aggressor, have a confrontation with him, shoot and kill him, and then go home to your bed and nothing happens," she said.

During the weekend, volunteers in the black community hastily worked to complete a modest memorial of stuffed animals, cards and crosses in time to remember the first anniversary of Martin's shooting. It has also become a way for Sanford to remember the many other black victims of violence whose stories largely went untold.

City Manager Norton Bonaparte, who is black, said Sanford had begun to tackle deep-seated problems between police and the black community that were exposed in public forums after Martin's death.

"In honoring Trayvon's life, we have to make ourselves a better community," Bonaparte said.

The police chief at the time of Martin's shooting lost his job over criticism that his department and prosecutors chose not to charge or arrest Zimmerman.

The new chief starts his job in April.

"Now, it's like the police are getting more involved in being with the community," Philemon said. "They are starting to do their part in interacting with us. They say there is not as many shootings as there once was."

Another resident, Thelma Holmes, 62, agreed saying, "It is better than what it was before, because we had a lot of killings of young men ... The people and the police, they're both trying."

Trayvon's death will not be forgotten.

"It started people to come forward. So his death is not going to be in vain," Philemon said. "And he will always be remembered."

Martin's parents and lawyers will be in New York City, not Sanford, to hold a candlelight vigil on Tuesday night.

Zimmerman, who is charged with second-degree murder, was granted bond and ordered to surrender his passport, agree to be electronically monitored, reside in Seminole County, and observe a nighttime curfew.

Elephant Seals Help Find Missing Piece in Global Climate Puzzle

By tracking the voyages of elephant seals off Antarctica, and with the help of satellite imaging and undersea sensors, researchers have discovered a long-elusive source for the deep-ocean streams of cold water that help to regulate the Earth's climate.

Antarctic bottom water (AABW) is cold, highly saline water that forms near the shores of Antarctica. Being denser than typical seawater, it sinks to the depths and then moves north in sluggish currents that spread across the globe.

Three sources of AABW were known until now. The first, in the Weddell Sea, was found in 1940; two others were found in the Ross Sea and along the Ad?lie Coast of East Antarctica in the 1960s and ?70s. But for years, researchers have suggested that these were not the only ones. In particular, water samples from an area called the Weddell Gyre contain atmospheric pollutants known as chlorofluorocarbons (CFCs), indicating that the deep water came into contact with the air far too recently to have been carried there from one of the known AABW sinks.

Now, Kay Ohshima, a physical oceanographer at Hokkaido University in Sapporo, Japan, and his colleagues have traced that water to a fourth AABW source, in the Cape Darnley polynya. Their results are published today in Nature Geoscience.

Polynyas are regions of open water near sea ice that are kept from freezing by wind and currents that sweep newly formed ice away. Polynyas have relatively high salinity, because most of the salt in sea water is expelled as it freezes.

Armed with the hypothesis that the missing source might be such a polynya, the researchers used satellite sensors to hunt for polynya regions where ice formed particularly rapidly. When satellite data suggested that Cape Darnley might be a candidate, the researchers moored instruments on the seabed, hoping to spot the descending current. In addition, they relied on data from elephant seals (Mirounga leonina) tagged with instruments that monitor ocean conditions.

?The seals went to an area of the coastline that no ship was ever going to get to, particularly in the middle of winter,? says Guy Williams, a physical oceanographer at the Antarctic Climate and Ecosystems Cooperative Research Center in Hobart, Australia, and a co-author of the study.

The elephant seals confirmed the researchers' hunch. ?Several of the seals foraged on the continental slope as far down as 1,800 meters,? he says, ?punching through into a layer of this dense water cascading down to the abyss. They gave us very rare and valuable wintertime measurements of this process.?

The new finding fills a gap in researchers? understanding of the Southern Ocean?s role in global climate, ?including carbon dioxide, temperature, the stability of the Antarctic ice sheet and changes in sea level", says Richard Alley, a geophysicist at Pennsylvania State University in University Park, who was not part of the study.

Still, Williams and Ohshima say that the Cape Darnley polynya represents, at most, about one-eighth of the world?s AABW, and that other, similar sources might remain to be discovered.

Michael Meredith, a polar oceanographer at the British Antarctic Survey in Cambridge, UK, who wrote an accompanying commentary on the study, says that if the total rate of AABW formation declines, the resulting changes in cold-water circulation could have important effects on global climate, letting the ocean depths warm and thereby changing the rate of heat exchange between Antarctica and the tropics. Moreover, he says, sea levels could rise ? owing to the fact that water expands as it warms ? and temperature changes could affect deep-sea ecosystems.

(AP) ? KFC launched a campaign Monday to rebuild its battered brand in China, promising tighter quality control after a scandal over misuse of drugs by its poultry suppliers.

The company, a unit of Yum Brands Inc., promised to test meat for banned drugs, strengthen oversight of farmers and encourage them to improve their technology. It said more than 1,000 small producers used by its 25 poultry suppliers have been eliminated from its network.

KFC, which is China's biggest fast-food chain with more than 4,000 outlets, was hit hard when state television reported in December that some suppliers violated rules on the use of drugs to fatten chickens. The company estimates January sales plunged 37 percent.

"Starting now, we will stress strict management and the principle of zero tolerance in food safety," Sam Sun, the chairman of Yum Restaurants China, said at a news conference. "We will immediately drop any supplier that lacks the determination or the ability to manage breeding well."

The complaint against KFC was less serious than other product scandals in China over the past decade in which infants, hospital patients and others have been killed by phony or adulterated milk powder, drugs and other goods. But KFC's high profile attracted attention, and its status as a foreign company with less political influence meant Chinese media could publicize its troubles more freely.

Yum, based in Louisville, Kentucky, said it expects sales in China to tumble by up to 25 percent in the current quarter. The company also owns Pizza Hut and Taco Bell.

Chen Hao, a stock market analyst who was having lunch at an outlet of the Japanese chain Yoshinoya in Shanghai, said Monday the KFC scandal soured him on the whole fast food industry.

"There is just no safe restaurant food in China," said Chen, 34. "I would never let my 9-year-old boy have KFC again."

Xu Xiao, a 32-year-old Japanese translator with a 17-month-old son, was having lunch in a KFC before a downtown appointment and said the food tasted fresher than that of Chinese chains. Still, she chose a shrimp burger instead of chicken because of the scandal.

"The quality problem, I'm not surprised to see it. I know that I cannot avoid this problem when I eat out," she said. "But I would not allow my child to eat in KFC."

CEO David Novak has said the company would need the "gift of time" for the controversy to die down. KFC has declined to say when it expects the business to fully recover.

The stakes are high for Yum. Even before the chicken scare, sales growth in China was slowing and fell into negative territory in October.

Executives blamed slower Chinese economic growth and the comparison with earlier explosive expansion. But KFC and other Western fast food chains also face mounting competition from young but ambitious Chinese rivals.

The locals started out copying global brands but are developing their own identity and the elusive skills to manage chains of hundreds of outlets and networks of far-flung suppliers.

One chain, Yonghe Dawang, copied KFC's Colonel Sanders logo so closely with its image of a smiling, grandfatherly Chinese man that Western tourists did a double-take at its restaurants.

More recently, Yonghe Dawang has developed its own image and switched to a logo of a noodle bowl. Since being acquired by Jollibee Foods Corp., a Philippine fast food upstart that has expanded throughout Southeast Asia, Yonghe Dawang has expanded to 307 restaurants.

Zhen Gong Fu, which sells bowls of rice with beef, pork and other meat, has 479 restaurants nationwide. Other competitors include Master Kong Chef's Table, with 100 outlets in 30 cities.

Executives note that Yum has bounced back from other troubles, such as an avian flu scare in 2005 that dragged down sales by as much as 40 percent.

The company says it plans to maintain its rapid pace of new restaurant openings in China.

Another 700 new sites are planned for this year, with Yum focusing more on cities outside Beijing, Shanghai, Guangzhou and Shenzhen where it sees greater potential for growth.

FDA approves new targeted breast cancer drug

(AP) ? The Food and Drug Administration has approved a first-of-a-kind breast cancer medication that targets tumor cells while sparing healthy ones.

The drug Kadcyla from Roche combines the established drug Herceptin with a powerful chemotherapy drug and a third chemical linking the medicines together. The chemical keeps the cocktail intact until it binds to a cancer cell, delivering a potent dose of anti-tumor poison.

Cancer researchers say the drug is an important step forward because it delivers more medication while reducing the unpleasant side effects of chemotherapy.

"This antibody goes seeking out the tumor cells, gets internalized and then explodes them from within. So it's very kind and gentle on the patients ? there's no hair loss, no nausea, no vomiting," said Dr. Melody Cobleigh of Rush University Medical Center. "It's a revolutionary way of treating cancer."

Cobleigh helped conduct the key studies of the drug at the Chicago facility.

The FDA approved the new treatment for about 20 percent of breast cancer patients with a form of the disease that is typically more aggressive and less responsive to hormone therapy. These patients have tumors that overproduce a protein known as HER-2. Breast cancer is the second most deadly form of cancer in U.S. women, and is expected to kill more than 39,000 Americans this year, according to the National Cancer Institute.

The approval will help Roche's Genentech unit build on the blockbuster success of Herceptin, which has long dominated the breast cancer marketplace. The drug had sales of roughly $6 billion last year.

Genentech said Friday that Kadcyla will cost $9,800 per month, compared to $4,500 per month for regular Herceptin. The company estimates a full course of Kadcyla, about nine months of medicine, will cost $94,000.

FDA scientists said they approved the drug based on company studies showing Kadcyla delayed the progression of breast cancer by several months. Researchers reported last year that patients treated with the drug lived 9.6 months before death or the spread of their disease, compared with a little more than six months for patients treated with two other standard drugs, Tykerb and Xeloda.

Overall, patients taking Kadcyla lived about 2.6 years, compared with 2 years for patients taking the other drugs.

FDA specifically approved the drug for patients with advanced breast cancer who have already been treated with Herceptin and taxane, a widely used chemotherapy drug.

Kadcyla will carry a boxed warning, the most severe type, alerting doctors and patients that the drug can cause liver toxicity, heart problems and potentially death. The drug can also cause severe birth defects and should not be used by pregnant women.

Kadcyla was co-developed by South San Francisco-based Genentech and ImmunoGen Inc., of Waltham, Mass. ImmunoGen developed the technology that binds the drug ingredients together and is scheduled to receive a $10.5 million payment from Genentech on the FDA decision. The company will also receive additional royalties on the drug's sales.

Shares of ImmunoGen Inc. slipped 8 cents to $14.22 in afternoon trading. They have traded in a 52-wek range of $10.85 to $18.10.

New film tells story of unsung civil rights leader

WASHINGTON (AP) ? Just before the March on Washington in 1963, President John F. Kennedy summoned six top civil rights leaders to the White House to talk about his fears that civil rights legislation he was moving through Congress might be undermined if the march turned violent.

Whitney Young Jr. cut through the president's uncertainty with three questions: "President Kennedy, which side are you on? Are you on the side of George Wallace of Alabama? Or are you on the side of justice?"

One of those leaders, John Lewis, later a longtime congressman from Georgia, tells the story of Young's boldness in "The Powerbroker: Whitney Young's Fight for Civil Rights," a documentary airing during Black History Month on the PBS series "Independent Lens" and shown in some community theaters.

In the civil rights struggle, Young was overshadowed by his larger-than-life peer, Martin Luther King Jr. But Young's penetration of white-dominated corporate boardrooms and the Oval Office over three administrations was critical to the movement. Working with leaders within the system, including three presidents, made him a target of criticism by those who wanted a more aggressive path to racial equality.

An appreciation for what Young brought to the movement came after his death in Nigeria in 1971 at age 49. But it was not sustained, said Dennis Dickerson, author of "Militant Mediator: Whitney M. Young Jr."

"He should not be diminished," said Dickerson, a Vanderbilt University history professor who also appears in the film.

A number of schools and facilities have been named for Young. First lady Michelle Obama graduated from a Chicago high school named for him. But his role in economic issues surrounding civil rights has not gotten just due, said Marc Morial, president and CEO of the National Urban League, an organization Young led as executive director from 1961 to 1971. During his tenure the organization greatly expanded.

Young influenced a number of anti-poverty programs such as Job Corps, housing counseling and Head Start, Morial said.

"He was one of the earliest voices who said to corporate America ... that business leaders and the business community had a stake in the development and rebuilding of urban America, but also in the success of civil rights," Morial said.

Born July 31, 1921, in Lincoln Ridge, Ky., Young learned to negotiate with whites from his father, an educated man who ran the all-black Lincoln Institute boarding school, said Bonnie Boswell, the filmmaker and Young's niece.

There, Young's father surreptitiously educated black students to become doctors, lawyers and teachers to escape segregation and poverty while tricking white financial backers of the school into believing he was training the black students to be nannies, maids, janitors and mechanics.

The school campus had been something of a shelter for Young from the everyday cruelty of segregation, but he encountered it head-on when he served in a black Army battalion led by white officers in World War II.

After that experience, Young dedicated himself to race relations. Later he borrowed on the postwar rebuilding of Western Europe to push with President Lyndon B. Johnson his proposal for a domestic Marshall Plan providing $145 billion to improve education, employment and welfare for black communities. Johnson folded some of his ideas into his Great Society programs.

Young overcame the broken relationship between blacks and President Richard M. Nixon to persuade him to heavily support social programs that assisted the poor. Nixon lauded Young's work when he spoke at his funeral.

Young's desire "was to help America live up to her ideals," Boswell said, quoting her uncle.

"He would say, 'I could become more popular if I got off the train in Harlem and shouted bad things about white people, but can I be more effective if I go downtown and help get jobs from white people to give to minorities,'" Boswell said in an interview in Washington with The Associated Press.

Young was able to tell people like industrialist Henry Ford II that they needed to step up and do something about the living and working conditions of blacks in ways that captured their respect, said Nancy Weiss Malkiel, author of the 1989 book "Whitney M. Young Jr. and the Struggle for Civil Rights."

Young was not as visible on the front lines of civil rights protests, but he could say with humor and partly in earnest to members of the white establishment that if they didn't deal with him, they would have to deal with Malcolm X and Stokely Carmichael, who espoused more radical agendas than King, Malkiel said.

Boswell's film airs as the first black president, Barack Obama, begins his second term in office. Obama, whose mother was white and father was black, has endured a racist backlash in his presidency and criticism from within the black community over whether he is doing enough for black Americans.

Dickerson said Young's ideas are a template that Obama has deployed in his own political rise. "That is inter-racialism and an emphasis on corporate relations," he said. "That was Whitney Young's mantra and that's the president's mantra."

Trends in Psychology: 2013Psychology has been rooted in self-exploration for individuals seeking help with mental health issues and personal relationships.

But the trend for the past decade has been to move away from interpersonal methods of treatment and toward cognitive therapies that allow for short-term treatment of problems, rather than a commitment of months or even years of analysis.

What Kinds of Treatments are Approved?

Very often, mental health treatments that may be approved for payment by the government or private insurance are short-term, cognitive methods (which, in some countries, may be time-limited to four to 12 weeks). These treatments are for mild to moderate depression, anxiety, panic attacks, eating disorders and some transitional issues (retirement, job loss, adoption, divorce, etc.).

Cognitive therapy is focused on resolving the immediate mental health concern and the symptoms that are the most distressing. Cognitive therapies are cost-effective since they require only a dozen or two counseling sessions in order to help the patient, rather than a year or longer of treatment.

Computerized Cognitive Treatment

The use of computer programs is one of the newest innovations in mental health care. In many cases, a client using this treatment does not meet often with their counselor, but instead works with a computer program to reduce anxiety, improve depression or manage pain. The programs track progress and can be remotely monitored by a counselor.

For individuals who live in rural areas without enough counselors available, using computer treatment may be a viable option, particularly if Internet access is available and Internet video cameras are available so that counselor and client can consult periodically.

What are Licensed Counselors?

One of the largest trends in mental health and psychology is the use of licensed mental health counselors as opposed to psychologists or psychiatrists. There are a multitude of reasons for this trend, including cost, training, and specific experience.

Professional counselors are trained to help people understand relationships and how those relationships affect them in their everyday lives. Very often how we relate to others is integrated into every aspect of our life and can affect our self-concept, our mood and our ability to engage in healthy interactions with others. Our ability to maintain healthy relationships can affect our ability to have a job, our happiness with our family and even our ability to move comfortably into our elder years.

Why are We Moving Away from Psychiatrists?

Psychiatrists have a definite role in the realm of mental health. However, in the past psychiatrists played a larger role in the treatment of mental health issues than they do today. Instead, contemporary psychiatrists often evaluate a person?s need for psychotropic medications to address mood disorders, bipolar disorder and other mental health issues. They may meet periodically with a client to maintain and monitor medications and consult regularly with a counselor or therapist treating the client in order to continue monitoring their progress. However, it is very rare today that a psychiatrist will provide counseling and intensive treatment for mental health issues and relationship problems.

What is the Role of Medication versus Treatment?

Much mental health treatment today involves evaluation for medication. This is because research has repeatedly found that the combination of medication and counseling or therapy is the most effective method of addressing mental health issues, especially in depression.

Psychotropic medication helps individuals regain and maintain their cognitive functions. Very often, mental health issues are the result of imbalances in neurochemistry, particularly serotonin, norepinephrine and epinephrine. Contemporary antidepressants and atypical antidepressants help rebalance these chemicals to improve mental health and make it possible for clients to integrate the information being conveyed during counseling sessions.

With the ability to think clearly, clients are better able to utilize the improved coping skills and healthier attitudes that result from counseling. As a result, medication may be considered an important part of mental health treatment and psychology today.

What is Sports Psychology?

Sports psychology is specifically geared toward helping athletes gain focus and maintain a ?winning? attitude in competition. Specific areas of concentration may include visualization of activities that will help with scoring (shooting baskets, good kicking body position, hitting the ball, etc.), overcoming performance anxiety, positive self-talk and other activities that increase an athlete?s or team?s desire to compete well.

What is Organizational Psychology?

Therapists, counselors and psychologists who specialize in organizational psychology help businesses understand the organization as a living entity and how personal interactions between business associates and employees can affect the business?s success or failure. Organizational psychologists often are employed to help companies as they motivate employees to reach sales goals or to encourage positive interactions and innovation. Organizational psychologists often evaluate employees and employee positions for optimal performance and placement.

Smartphone petition breaks 100,000 signatures, forces White House response

Phone unlocking petition breaks 100,000 signatures, White House now obliged to respond

The petition to reinstate the DMCA protection of smartphone unlockers has reached 100,000 signatories on We The People. As it's now hit the golden limit, the White House will have to issue an official response explaining its stance on the matter. The petition also asked that if the Librarian of Congress wouldn't bring back the exemption, that a bill should be passed that enshrines the right into law. As soon we see the message from the West Wing, we'll let you know what they say.
